In compliance with the Convention signed with the Government of the Kingdom of Morocco, Europe Maghreb Pipeline Limited (EMPL) was incorporated in July 1992 to promote, finance and operate the Maghreb-Europe Gas Pipeline (MEG) through Morocco under exclusive use rights, including the section that runs under Moroccan territorial waters in the Strait of Gibraltar.
EMPL is therefore responsible for commercial gas transportation through the Moroccan section.
Furthermore, the company Metragaz, S.A. (Metragaz) was also incorporated in July 1992. Its initial purpose was to build the gas pipeline and, once in service, to operate and maintain the gas pipeline installations on behalf of EMPL.
Activity by both EMPL and Metragaz is overseen by the Ministry of Energy, Mines, Water and Environment of the Kingdom of Morocco.
The shareholders of EMPL are Naturgy and Galp Energia.
Furthermore, besides Naturgy and Galp Energia, the public authority Office National des Hydrocarbures et des Mines (ONHYM) also holds a stake in Metragaz.
